.NET bugs? please help

I'm a college student working on a little program, and I've
run into two problems. I am using C++ (console app).

1) When I enter debugging mode, with the program breaking
somewhere, the "Watch 1" and "Locals" debug windows are
tabbed at the buttom, but they will not open. The other
debug windows open fine, though. I cannot remove the tabs.
Clicking a tab only brings it to the front of the tab
control. I do not know what I did to cause it.

2) The function below was written with a bool return type
originally, but as such, when the function is called: it
only returns false (regardless of the return value); the
"char *line" argument is <undefined> both in the "Watch 2"
window and the stack trace window. Changing the return
type to anything else fixes the problem. I encountered
this problem elsewhere in the same program, but I ended up
changing the code. That time, it wasn't a bool function,
it was a bool variable inside MAIN. The program would skip
all lines involving bool (debugger would not step onto
"bool x = true;" for example). Here's the function:

int _IsMapLine(char *line) {
int counter = 0;
for(counter = 0; counter < MAX; counter++) {
if(line[counter] == '#')
return 1; }
return 0; }

I'm going nuts. Somebody please save me. I am using
VS.NET 7.0.9466.
