user cannot change password

I'm having problems reading the "user cannot change password" flag in the
userAccountControl collection of Active Directory. The userAccountControl
property is 512 (on a normal account) before setting the flag. I then set
the "user cannot change password" flag in the Active Directory User MMC
snapin. When I read the value again it is still set to 512. I know there is
a special way to set this property programatically but I should be able to
read it. Any ideas anyone?
