'System.Security.SecurityException' occurred in mscorlib.dll

I am using Visual Studio .NET 2003, which has .NET framework 1.1. When
I tried to run .NET web services client, I got the following error:

Security Exception Error Message:
An unhandled exception of type 'System.Security.SecurityException'
occurred in mscorlib.dll.

Additional information: Request for the permission of type
System.Security.Permissions.SecurityPermission, mscorlib,
Version=1.0.5000.0, Culture=neutral, PublicKeyToken=b77a5c561934e089
failed."

Based on http://support.microsoft.com/?kbid=836989, I intalled
Microsoft .NET Framework 1.1 Service Pack 1, but the error still
remains.

Any ideas? What I am missing here?

Also, Is it ok to install .NET framework 2.0 and work with Visual
Studio .NET 2003?
