How to make "setup" file?

1) VS.Net 2003 has a "setup and deployment" project type.

2) There is a free tool called MakeMSI that can do the job as well:

3) There is also a tool in the platform SDK (Orca?) which can edit MSI
packages. You might want to google for it. I just did that and this article
