WSEWSDL Error Message When Generating a Proxy

I am using WSE3.0 to host a web service outside of IIS inside a windows service

I can install the windows service OK and it is running,

When i try to generate the proxy file i receive the error message :

"Error: Server Unavailable, please try later"

But the windows service is up and running

Can anyone help, thanks
