How can I query a SQL server to determine if an SQL job is enabled or not

Do you mean DTS job by "SQL job", if so then take a look at these links they may help you in understanding how can you access DTS from managed code

You can query the MSDB Database on the Server.

Select * From MSDB.dbo.SysJobs
Where Enabled = 1
