File Save As Error From Browser

I'm not sure if this is the correct place to post this, but we have a .net
web site, on certain pages our customer needs to do a File\Save As and save a
web form as .mht. On some pages but not all, they get an error "Error Saving
webpage: This web page could not be saved". Every article I've read about
this error says:

it is either caused by the web form being saved in Excel 2000 (this is not
the case here)
or
the page contains a style sheet link that is not on the same server(this is
also not the case here.

Has anyone had this problem or have any other suggestion other than the 2 I
mentioned above.
