HRESULT Exception on compile

I get this error on compile of my vb/asp.net app:
Could not load file or assembly 'WebChart, Version=3.1.0.0, Culture=neutral,
PublicKeyToken=null' or one of its dependencies. Failed to grant minimum
permission requests. (Exception from HRESULT: 0x80131417)

In fact I get this error no matter what 3rd party dll I try to add to my
projects. Why would this be? There doesn't seem to be a lot of info out there
on this error code.
