Numericupdown ValueChanged nonevent

I was rather surprised to discover that the numeric updown control doesn't
always fire the value changed event when the value is changed. Specifically,
if you type in a new value and then click somewhere else in the form, the
validating and validated events fire but not the value changed - even though
the value has changed! Unfortunately, the validating and validated events
don't fire when you type in a new value and hit enter or use the updown
arrows. Hence there is no consistent single event to tell you the value has
changed. This seems like either a bug or very poor design to me.
