Usercontrol (windows controls forms) in IE6 only via IIS

I created a windows control form in C# and I managed to embed it in a web
page:

<object id="HelloWorldControl1"
classid="http://127.0.0.1/filippo/WinCtrlLibTestFilippo_nocom.dll#WinCtrlLibTestFili ppo_nocom.UserControlFilippoNoCom" height="500" width="500" VIEWASTEXT>
</object>

and it works fine!

What is strange is that I have to go via a web server (e.g. IIS), no way to
execute them locally without going through IIS (like the old activeX
controls) allowed me to do.

is it correct? and why is shouldn't be able to execute directly (no via a
web server)?

I tried:

classid="C:\......\....\WinCtrlLibTestFilippo_noco m.dll#..... no luck!
I registered the component in the component in the GAC with a strong name!
....no luck!

what am I doing something wrong?
