User webb add-ins in visual studio 8 doesn't work

The WebProjectItems is missing and there are no documentation on this
issue found anywhere on the web.
Adding add-ins wsz files in the web folder doesn't solve the problem.
I have tried find a solution on this problem and it's not just me
having problem.
Read user comment at the bottom of this article:

Has Microsoft missed this problem?
Has anyone tried this in Visual Studio 8? (Visual studio 2005)
