Embedded Links problem

Has anyone created Embedded Links programmatically before?

I have a VB.net and ASP.net Web Application developed in VS.net 2003. What
I am trying to do/find is information on how to create an Embedded Link,
where the link points to as particular document in our system (i.e. .doc,
..pdf, .xls, .tif, .jpeg, etc.) without actually giving the user login
information.

To clarify, the system is used by internal employee’s whom from time to
time may have to give a 3rd party access to certain documents, however these
3rd party’s will not have login rights to our system.

I believe the only way to do this is to create another Web page that is
public and supply that 3rd party the embedded link to that document, then use
the information from the Embedded Link to validate the documents authenticity
when the 3rd party comes to this web page. Two ideas I have considered, but
do not know if it’s the best course of action is:

1. AttachURL from the CDONTS Library
2. Direct Internet Message Encapsulation (DIME)

Has anyone done anything like? I am open to suggestions.
