dekegates vs events

I'm having problems raising events when I move the code into a seperate dll.
When the class that raises the event is in the same project as the code that
handles it, it seems happy enough with

public event event1()

and the consuming code will have a subroutine of the form

sub instance_of_class1_event1()

There are lots of examples like this in the msdn library.

When I move the code for class1 into a seperate dll, the only thing I've
found that works is to create a delegate like

Public Delegate Sub Event1Handler(ByVal sender As Object, ByVal e As _
Event1EventArgs)
Public Event Event1 as event1handler

and then in the consuming code I need

addhandler instance_of_class1.event1, addressof Asubroutine

I don't understand why I can't use the simpler syntax once the raising event
and the consuming event are in different projects. I can provide a suitable
reference. In the actual case, the raising class is hardware specific and I
don't want the main code to be. If the two are seperate then all I have to
do is supply a new dll with the hardware specific code and the main code can
stay the same, when I move to a different hardware setup.
