Unable to build web application MSI file...

I am trying to build a web application MSI file in VS 2003. I have my
project and all the files. I have another project which is my setup.

Everytime I build the setup project, I get this:

Unable to build project output group 'Content Files from <project name>
(Active)

I've read all sorts of things on the web about how to fix it. Mostly I
found - search for files in your project with a yellow exclamation mark and
they should be included in your project (or because their missing) - but I
have no files with yellow exclamation marks on them. I just can't seem to
figure out why my setup project doesn't build 100%.
