XML Root Info

OK, I am not any closer than I was yesterday.

I have an XML doc that need to have this info.

<FDXSubscriptionRequest xmlns:api="http://www.fedex.com/fsmapi"
xmlns:xsi="http://www.w3.org/2001/XMLSchemainstance"
xsi:noNamespaceSchemaLocation="FDXSubscriptionRequ est.xsd">

How do I get it in there. I have read all through the attirbute class and
even posted a post on here where the person told me I was doing something
wrong. How do I change the xmlns and add the xsi: info inthe stream. I have
classes set up that I desearialize. Do I just have to copy the stream byte by
byte and add what I need once it has been serialized?
