dynamically loaded user controls in asp.net 2.0

I'm attempting to convert an application from 1.1 to 2.0 and am running into
some issues with dynamically loaded user controls. Our 1.1 code is

Private uc1 As Control =
CType(LoadControl("/includes/patient_info_pane.ascx"), Control)

In 2.0, that bombs with an error message of "The virtual path
'/includes/patient_info_pane.ascx' maps to another application, which is not
allowed"

These controls are dynamic because we pass some data to them before they are
rendered.

What's the best approach for handling these in 2.0? I found a bunch of
guesses out there and didn't seem to find a concrete direction.
