DTE Acronym for Data Terminal Equipment, for example a RAS server or client

Traditionally, yes, but that's not what it stands for in this context.

So, what does it stand for in this context? Who knows! Probably some
internal acronym like "Developer Tools Extensibility" or something mundane
like that.

I figured I was wrong with the traditional "Data Terminal Equipment", but
the definition you've provided seems nearly impossible to find in all the
articles that discuss "DTE" in an extensibility context. Thanks for solving
the mystery!
