Error Switching To Design View in VS

I'm getting the following error in Visual Studio when I try to switch to
Design View on an ASP .NET page I'm working on:

Could not open in Design View. Quote values differently inside a '<%
.... "value" ... %>' block.

The line of code that seems to be causing this is (sorry for any wrapping):

<a href='<%# "javascript:PreviewPicture('" +
DataBinder.Eval(Container.DataItem, "Preview") + "', '" +
DataBinder.Eval(Container.DataItem, "Photo") " ",);" %>'>

Any ideas what's wrong with this line and why it won't let me switch to
Design View?
