Memory Usage After Form is Closed

I am using the Task Manager to monitor my application's memory usage.

Problem... when I run my application and display a form, the memory
increases. When I close the form, the memory is not released. I've attempted
to call the Dispose method along with the GC.Collect() method. Either one
frees the memory. I did noticed when I "minimize" my application, the memory
is freed.

Has anyone else seen this behavior? I have read some articles about this but
I can't figure out how to solve the problem.
