.NET: getting requestEncoding from Web.config

Hello,
(sorry for my English...)
I am learnig programming in .NET. Could you help me please with one
problem?
I need to know in behind-code requestEncoding from Web.config. Of
course I can read Web.config as XML file, but I was looking for a
procedure in BCL, but I couldn't find. Do you know how to do it?
