Error while running the soap services.

Hi,

I have create a simple web services and was running very well. As i do not
tried installing the x509 certificate myself. Now i have a problem when i
tried to install another new system. I use back the certificate that was
running well in the 1st server and import into the new server. When i run the
application. It was able to initialise the URI. When i try to use the
application. It stated this error :

WSE 402 : The message was not conform to the policy it was mapped.

I have copied the policyconfig and x509 cert into the new computer and
exactly the same as the 1st server. what could i have missed?
Please advise me.
