I think you should let the client application determine the formatting.
Document your WebMethod and the results that it returns. If it is being
consumed by a web client and they want to convert a LFCR to a <br> then so be
it. If they are putting it in table rows and want to to make that same LFCR
a </tr>, then so be it.
Build your service to provide consisten, reliable, documented results, not
to format your client UI. One of the most powerful features of web services
is that they are independent.
