Compare times coming from European web service and NYC webservice

I've changed a webservice that runs in Europe.

The webservice runs on my desktop while being developed.

I want to compare my results against those of the European server.

DateTime values are a problem - they are converted to the timezone of the
IIS server.

I've adjusted for the timezone with the System.DateTime.Add method.

Now I need to adjust for Daylight Savings Time.

Europe changes their Daylight Savings on a different schedule than the US.

How can I convert my dates so they compare during this period?
