Creating WebService Problem

Hi,

I'm trying to create a WebService with VisualStudio 2003 ...
New Project -> Visual C# Project -> ASP.NET Web Service
but I always get the error message:
'A connection to the server could not be established.'

So I open the IIS console, go to Default Web Site and Start/Stop the
service, but still get the same error.

When I type 'http://localhost' I get

'The page cannot be displayed' ...

What shal I do now?

Try re-installing IIS components.
