Can't browse to service that references SqlServerCe

I have a business assembly that makes a reference to a CF assembly that uses
SqlServerCe. Now I'm trying to write a simple webservice that references this
business assembly but I am unable to browse to the service. It says "cannot
load sqlserverce" in an asp.net error page. My winforms app uses this
business assembly no problems since the CF assembly it references is
retargeted. Shouldn't it work the same for a web service?

Anyone know why this would happen?
