How do I use Cookies and the information contained in them

Using a VB.NET application with WebRequest and HttpWebResponse classes I
connect to an SSL enabled web site. Using the WebClient class I then attempt
to download a file. However, the download fails.

When I access the web page via the browser the file download functions
correctly.

Using netmon I found that a cookie is created when I access the web site via
the browser. When I access the web page via the application a cookie is not
created.

How can I request a cookie from the web server?
How do I access the information in the cookie and send it back to the web
server?
