Web Service test container not coming up on VS 2005 system for ext

I have a simple Web Service in an *.asmx file that I created using notepad
and I have set up a virtual directory around it. When I browse to it in IE (
... http://localhost/virtualdir/*asmx file) , I get the following error below.
However, the same asmx file displays a test container on my other system
running VS 2003.

I do I get the test container to display for an asmx file that I create
using notepad.
