Reliable transfer or not ?

Hello,

I want to create a webservice which will send a subset of data to a remote
user.

The webservice can be summarised by the following psudo code :

Recordset GetMyData(String Username)
{
Recordset mydata;
myData.Open("Select * from data where username=Username");
return mydata;
}

I know this will work . However if i change the code to this:
Recordset GetMyData(String Usr)
{
Recordset mydata;
myData.Open("Select * from data where status='QUEUED' and username=Usr");
myData.RunSQL("Update data set status='GONE' where username=Usr");
return mydata;
}

What will happen if the communication link breaks up, is it possible for the
code to run but no results sent to the client or does the intfrastructure
support and deal with this problem ?
