Windows authentication -> Full Trust-> Network service

hi all
iam using a webservice with windows authentication, set the
webservices to full trust and the application pool is set to Network service.
iam logged in as Administrator

and iam calling my webservice method which should create a file and save it
to "c:\file.xml"
its not doing it
so just as a test ,changed my application pool to local system.then it
created.

my question is even with an administrator right and setting full trust why
am i not able to create the xml file. WHEN IS THE APPLICATION POOL TAKING
OVER ??

this would be a great help iam very intrested to learn the security features.
