forecasts through NOAA,

DWML is the XML vocabulary used for representing weather
conditions (which is more elegantly applicable for use in web
services than METAR, which isn't as human-readable). If you
want to do METAR, there is a GotDotNet workspace that I
believe has a ,NET solution for encoding/deconding METAR
data.
International weather forecasting services are going to be subject to
the licensing conditions of the provider of the meteorological obser-
vations, so they may not be free for commercial use.
Perform a search for "WMO Resolution 40" for the policy on
sharing data across international boundaries.
This may mean you'll only be able to access weather forecasts on
a country-by-country basis, and may need to compose these web
services within your application, due to the disparate licensing
conditions on the data.
