soapextension not running

I am trying to execute a soap extension with a WinForm client accessing a Web
Service. I have created a application configuration which includes the
following:

<configuration>
<system.web>
<webServices>
<soapExtensionTypes>
<add type="mpa.TraceExtension,mpa" priority="1" group="0" />
</soapExtensionTypes>
</webServices>
</system.web>
</configuration>

However, the SoapExtension is never called. I cannot figure out how to make
the SoapExtension work. Does anyone have any suggestions?

I noticed similar behavior when trying to debug my web service and
SoapExtension using HTTPGET from a web browser. If you use a web service
client application to test the web service, the SoapExtension should get
executed. I don't know why HTTPGET doesn't work.
