404 error from web service

I'm running a web sercvice on Win. Server 2003, and accessing it via a
vb.net application, when calling web services I get the following error and
at times a 404 error.

Server did not recognize the value of HTTP Header SOAPAction:<Name of
method>

......any advice on such errors.

THis can happen for a number of reasons.

- The web service you are calling doesn't provide a mapping for the
SoapAction value you passed.
- The web server itself is not properly configured with the .NET framework
- The application is not installed on the server properly and thus isn't
able to process any requests.
- The client and the server are not running with the same web service
version in mind.
- The WSDL used to create the client was not a true depiction of the
service interface on the server
... (I could go on)

Need a little more to go on.

Did this ever work? If so, when it stopped working what was the most
recent thing to change?
Have you verified that the .NET framework is installed and functional on
the server?
Have you tried building a test client using a new proxy (add-web-reference)?
