Windows CE Compact Framwork SP3

Hello

I currently have a Windows CE (41.0) application that requires SP3 to run.
The application is installed in the \FLASH memory folder so its saved after
powerloss however the installed SP3 doesnt.

I am storing the SP3 MSI in the \FLASH folder and hope to run a batch file
on startup (after the backup battery dies) that will does a silent install.
I have looked over the newsgroups and have tried using wceload.exe with the
/noui prompt however this doesnt appear to work on Windows CE (as opposed to
Pocket PC)

Does anyone have any other solution to installing SP3 silently on Windows CE?
