check for dotnet 1.1 and dotnet service pack 1 with vs setup msi

Hi,
I have a Setup Project in Visual Studio 2003.
Our software needs not only
dotnet 1.1 => 1.1.4322.573
it need also the service pack 1
SP1 => 1.1.4322.2032
This should be done by the setup.
So I have 2 start conditions:
- .NET Framework with:
SupportedRuntimes 1.1.4322
(only 3 positions in version number possible)
- .NET Service Pack 1.1 with condition:
MsiNetAssemblySupport >= "1.1.4322.2032"

My problem is:
- on a computer with no .net installed
I got the message of .NET Service Pack 1.1
(which is confusing to customer because it can't
be installed without dotnet framework)
- on a computer with only with 1.1.4322.573
I got no message

And after running the setup (if needed not only once)
I want to have version 1.1.4322.2032 and my software.

How to solve this?
