Satellite Assemblies and Zero Touch Deployment

After a number of weeks of fruitless research and experimentation, I
decided to turn to the group with this issue and see if anyone had any
experiences or insights that might help me out. Here's what I'm
facing:

· Deploying Windows Form client using Zero Touch deployment.
· I use a variant of Rocky Lhotka's NetRun utility to bootstrap the
application. This utility is client resident and sets permissions to
"Full Trust" prior to invoking the actual executable.
· Client is localized using satellite assemblies; all development
work is under .NET 1.1 (Framework 1.1.4322).
· Under certain conditions (2x Win XP, 1x Win 2000), client loads
culture specific strings correctly.
· Under other conditions (1x Win 2000, 1x Win 2003), client loads
default strings and will not load culture-specific strings.
· Examination of cases where strings are loaded using GACUTIL reveals
that satellite assemblies are in application cache. In cases where the
strings are not loaded, the satellite assemblies were never requested
by the application and are not in the application cache.
· Efforts to use Assembly.Load() succeed in getting the satellite
assemblies to the application cache in all cases, however this does
still not result in the localized strings being displayed on the
WinForms client.

So... on some machines a vanilla resource file setup works just fine.
On other machines, the same setup does not work at all for localization
even when the satellite assemblies are forced down the wire into the
application cache. My thoughts are that this is something external to
the application and likely to be a .NET configuration issue but I can
pin down exactly what this issue is.

Any ideas or insights would be greatly appreciated.
