RSACryptoServiceProvider failing when changing regional settings

Using VB.NET 2003 with .NET 1.1.

I am using RSACryptoServiceProvider to encrypt various information. This
generally is fine. As part of development for Arabic, i changed option:

Control Panel / Regional and Language Options / Tab: Advanced / Language for
non-Unicode programs ... from English (Australia) to Arabic (Iraq).

Now when i run decryption code:

Dim rsa As New RSACryptoServiceProvider
Dim RestoredPlainText As Byte() = rsa.Decrypt(CypherTextBSubsetArray, False)

the decryption fails with a Bad Data exception. Changing the regional
setting option back to English (Australian) and everything works fine again.

Any ideas? Thanks.
