read http response from isp

hi,
i want to read the http response sent from the browser to the isp (internet
service provider).
so that i can modify the content of the requested page before sending it to
the client browser again(somethg like ad swapping).
how can i achieve this?
ur valuable suggestions would help me a gr8 deal
