How to build satellite resources

I am working on localizing my webservice to return localized error
messages to our client app.

I have created 3 resx files, 1 for english (default), 1 for spanish,
and 1 for italian.

When I build my project the default english gets built into my
webservice dll and the other two are built into their own dlls in the
appropriate folders under bin\es-ES and bin\it-IT. All is well.

Now, the problem. We only want to store the .txt files that were used
to build the resx files and the subsequent satellite assemblies.

So, I created a batch file to do this for me and it does produce the
satellite assemblies as expected.
Here's the commands

f:\dev\trunk\FrameworkClients\ws\Localization\iQsy stem.it-it.txt

/embed:f:\dev\trunk\FrameworkClients\ws\Localizatio n\ws.it-it.resources,Certiport.Presentation.ws.iQsystem
/culture:it-it
/out:f:\dev\trunk\FrameworkClients\ws\bin\it-it\ws.resources.dll

When I run my application the ResourceManager is unable to find or use
it.

Where did I go wrong?
