file locking after create without dotnet 1.1 runtimes

Hi

I have written an application using Delphi 6 and Interbase 7

basically it use external tables to read and write an external file (basic
text file)

My problem is strange and I can not explain why

If I run my application and a create a file under XP SP2 without dotnet 1.1
runtimes loaded the file is locked
and I can not access the file until I reboot (with the runtimes loaded I
have access to the file straight away)

I do not have this issue under win98 however I do still have this issue
under windows 2003 server
even with dotnet 1.1 loaded

Can anyone shed any light to why I might be having this issue and how I can
fix it under 2003 server
