Running a WinForm app without a DLL present fails

I have an application that uses third-party DLL to do network communications
and also does database operations independent of the DLL. Since there are
licensing costs associated with the use of the third-party DLL I want the
application to be able to continue database functionality in the absence of
the DLL. Toward that end I have a command line switch that bypasses the
instaniation of the DLL.

When I start the application on a system that does not have the DLL, but
using the command line switch, I get an unhandled exception because the DLL
or a dependent was not found. How can I allow the applicaiton to run in the
absence of DLLs that are not going to be used?

It appears that the CLR is catching the absence of the file before I can do
anything about it.
