Multiple groups using same report, Best practice design

I have a fairly large report that serves many purposes. First: it is
informational in nature, Second: it allows input from users, Third: it has
drill down reporting ability on certain fields.

The issue I face is that this one screen has 5 sections, all having
different formatting structures as far as layout is concerned. So with 5
different html table structures it is hard to loop thru records that
traditionally have one row for headings and many rows for data. To complicate
the page even more, there are 3 groups of users that will see different
fields on the page and in different locations within the table structures.

My first thought was to keep a template in a SQL table and try to paint the
screen based on input of what group you are in and what section you want to
paint. This is proving harder than I thought.

XML is another option, but I don't have that much experience with laying out
a good design.
