Command line build via COM

I am attempting to launch a command line compile via a COM+ DLL. The COM+ DLL
just calls a batch file that uses the command below. It works fine on my XP
workstation, but it hangs on Windows Server 2003. I use the COM+ identity tab
to impersinate a user in the administrators group. When I look at the task
manager I see the DLLHOST.EXE, CMD.EXE, and DEVENV.EXE. They are all running
with the correct user in the task manager, but none of the programs ever end.
I'm not getting any errors or events. Any idea where I can go from here? This
is the command line that is being run.

"e:\Program Files\Microsoft Visual Studio .NET
2003\Common7\IDE\devenv.exe"/rebuild Release "C:\Documents and
Settings\WendlD\My Documents\Visual Studio Projects\genieind\testsite.sln"
/out "E:\Admin\Batch Files\CompileOut\testsite-out.txt"
