Local Admin Right Issues - XP Pro w/ SP2

I have noticed several boxes in the last few days have local admin
right issues. Specifically found when going into the 'device
manager', you get the "insufficient privileges" error. This is with
the built in Administrator but also with the admin user set up on
install. I can go in as domain admin to install devices/drivers so I
can get around this for now but I am baffled. This isn't a policy
another admin has done as all PC's with the issue are on the same
domain and have the same policies implimented. The only common thing
is 3 out of 4 that I found yesterday were set up in the last week and
have had all hotfixes installed. I have gone to several older
existing XP boxes and added all hotfixes without getting the same
result so I am thinking it is not a hotfix issue unless it is in combo
with another variable.
Has anyone had any similar issues in the last week or so with new
installs.
The XP we have been using is the Corporate Volume License w/ sp2
integrated. @ of the 4 boxes I looked at yesterday are fresh out of
the box (formatted to get rid of the factory install) Dell Latitude
D505's. Another is a new IBM slimline netvista workstation....
