can't create new folder in vs 2003

Hi

on one of my projects i can't had a new folder

i have the structure

root/member

root being a web application and member not being a web application but
having a web.config file

i cannot had root/member/controls
i get the error
unable to add folder member/controls to web project. server error :
member/controls does not refer to a page or folder in this web. it may be a
page or folder in a subweb, ot it could be a badly former url
how can this be i'm trying to create it ?
