Assemblies and Satallite DLL's

We have a bunch of assemblies with satellite resource dll's. The problem
we are running into is when we need to upgrade the version of the assembly.
If we change the version, they can no longer find the satellite dll's.
For example:
Assembly.dll = v1.0.0.0 Satellite.dll = v1.0.0.0
Assembly.dll = v1.0.2.0 Satellite.dll = v1.0.0.0

Do the versions always have to match up, or is there a way that we can get
the assemblies to use the satellite dll's? Between major releases the
resources never change therefore we don't need to reship the satellite
dll's.
Any suggestions will be greatly appreciated.
