Modified Date doesn't change - Opening screen

When bringing up VS 2003, there is a list of projects on the projects tab
which include the name of the project and date modified. Why doesn't the
date modified change when I modify the project?

For instance there was a project that I created on April 1st. The modified
date still says 4/1/05 but I have modified the project each day since.

Anybody know why?

Re Windows 2000:
I just had a look at the properties of a file in a project that I have been
working on
was created 8 April 2005
but was modified 26 December 2004
and accessed 8 April 2005.

Maybe Microsoft US definition of create is last changed
and modified is first created?
Well they get their Days and Months the wrong way round :-)
