Connecting to Sql with Speech Server

I have been trying to connect to MSDE in a Speech server app. I have run the
app w/o the connection string and the program loads and runs fine. When I try
to connect to the Sql database. The Speech app. fails to load and I get the
following error in the event viewer--The SALT interpreter is stopping the
current application from running as a result of the following exception:
System.Net.WebException: The remote server returned an error: (503) Server
Unavailable. while downloading http://Server4/SpeechWebSetup1/Default.aspx.
Status = ProtocolError. StatusCode = ServiceUnavailable --->

I can connect to and run the program w/o difficulty in Visual Studio with
either windows authentication or mixed mode and I have reloaded MSDE several
times. It does not appear that the problem is in MSDE but in the config. of
the speech server ??? Any thoughts?
