Problems with deployment .NET application

I am trying to deploy a .NET application onto a development server
without having any success. The application uses .NET CrystalReports
and System.Web components. I did not get any error creating and
installing the Windows Installer package and the development server
does have the dotnetfx.exe installed on it. However, the .NET
application does not do anything upon clicking on the .EXE. I can get
a .NET application to work if it does not use any .NET CrystalReports
and Web components. I greatly appreciate any suggestions. Thank you.
