link opening in last opened browser

I have an application that sends email to cutsomers with alert liks in it
e.g
http://somedomain/id=1
http://somedomain/id=2
http://somedomain/id=3

When user clicks on link, my code sees if user is looged in, if not, takes
him to login page and then from there to the alert he clicked.

I have internet option - reuse IE checked

1. Problem : This works good as same IE is picked up if only one IE is open.
But if user opens up another IE then it tries to resuse the last opened IE
and since user is not logged in there, it makes him log in again. This can be
annoying for the user.

2.Problem: Even with above it is difficult to make different customer users
have change their settings to reuse IS and explain then all this.

Is there a way where I can control from the application that it opens one
browser for my application links and resues same browser for subsequent liks
irrespective of what other browser user opens after that?
