Writing Smart Device Apps

I am trying to figure out what to purchase to write apps for PDA's. I have
Visual Basic .net Standard addition at the moment and it says that I can
write applications for PDA's with it, however, there are no options to do
so. Is there a plugin I have to download in order to accomplish this?

Or, do I need to buy something different?
